Executive Summary

Rwanda is classified as a MEDIUM risk destination, a rating driven almost entirely by the volatile western border with the Democratic Republic of the Congo rather than by internal conditions. Internally, Rwanda is one of the safest and most orderly countries in Africa, with Kigali known for very low crime and a controlled, predictable environment for the tourism that centres on gorilla trekking and national parks. The dominant concern is the conflict in eastern DRC. The M23 rebel group, which the United Nations and others assess as being supported by Rwanda, seized the major cities of Goma and Bukavu in early 2025, and the fighting has significantly affected western Rwanda. Residents of the Rubavu district, including the town of Gisenyi, which sits directly across from Goma, have reported machine-gun fire, shelling and border delays, and the authorities have imposed occasional curfews, with border crossings able to close at short notice. As a result, the immediate border areas with the DRC, including Rubavu and Gisenyi, parts of Rusizi, and the border edge of Volcanoes National Park where gorilla trekking occurs, carry do not travel or heightened-caution advice, and some trekking permits were suspended during 2026 security incidents.
